Live Lua Refresh

Live Lua Refresh is a feature in Garry's Mod, originally only working on Windows, but now supported for Linux.
It will allow the server to refresh Lua thats currently running live - which is very helpful in some situations, while its a major downfall in others.

It can be disabled with a switch on the startup CMD. "-disableluarefresh". We would advise production servers have live Lua turned off, as its mostly designed for development enviroments.
We've added this option to the command line builder to make it easier for our clients to control.
