ERROR! SendData reliabe data too big

Lots of servers have come to us with a crash issue along the lines of:
ERROR! SendData reliabe data too big ()[GM:CallWithArgs - !ThreadInMainThread] player_disconnect

[GM:CallWithArgs - !ThreadInMainThread] player_disconnect

We've spent a lot of time trying to understand this issue and came to the conclusion its caused by the game trying to send data to a client who is still joining.

Because of this we have tested implementing a system on mutiple addons to attempt to fix it and succeeded 9/10 times, and now offer this as a contracted service.
